It was a song about victims of the plague in England.
You know at Beanie's 5am feed I was thinking about this and I remembered that we used to add:
"Fishes in the water, fishes in the sea
We all jump up with a one, two, three!"
I have no idea of the origins of this supplemental verse.

While I've heard that the song is about the plague, I've also heard that that interpretation is an urban legend. I suppose I'll have to go look it up.
The supplemental verse I know is:
